8259. TARIFF, Debts and.—
The principal
objection [to assumption] now is that all
the debts, general and State, will have to
be raised by tax on imposts, which will thus
be overburdened; whereas had the States been
left to pay the debts themselves, they could
have done it by taxes on land and other property,
which would thus have lightened the
burden on commerce.—
