7991. SLAVES (Emancipation), West Indies and.—[continued].
On the subject of emancipation
I have ceased to think because not to
be a work of my day. The plan of converting
the blacks into serfs would certainlv be better
than keeping them in their present position, but
I consider that of expatriation to the governments
of the West Indies of their own color as
entirely practicable, and greatly preferable to
the mixture of color here. To this I have great
aversion.—
