Western Territory Report.
Ford ed., iii, 409.
(March 1, 1784)
[452]
In 1784, Jefferson was chairman of a committee
of Congress, appointed to devise a plan of government
for the western country above the parallel of
31°. north latitude. The measure was defeated by
one vote. In addition to the Northwestern Territory,
the region embraced what afterwards became
the States of Alabama, Mississippi, Tennessee and
Kentucky.—Editor.
