7754. SECRETARIES OF LEGATION, Training.—
I explained to you in my former
letter the principles on which [the appointment
of Mr. Sumter to be Secretary of Legation]
was made, to wit, * * * to teach for public
service in future such subjects as from their
standing in society, talents, principles and fortune,
may probably come into the public councils.—
To Robert R. Livingston.
