7556. RHODE ISLAND, Adoption of Constitution.—

What do you propose to do
with Rhode Island [on the question of the
new Federal Constitution]? As long as there
is hope, we should give her time. I cannot
conceive but that she will come to rights in the
long run. Force, in whatever form, would be a
dangerous precedent.—
