We [the Assembly of
Virginia] * * * declare that the rights
hereby asserted [in the Statute of Religious
Freedom] are of the natural rights of mankind,
and that if any act shall be hereafter
passed to repeal the present [act], or to narrow
its operations, such act will be an infringement
of natural right.—
