7000. PRIVATEERS, Gulf of Mexico and.—
Our [the Cabinet's] general opinion is
that as soundings on our coast cease at the
beginning of the Gulf Stream, we ought to endeavor
to assume all the waters within the Gulf
Stream as our waters, so far as to exclude
privateers from hovering within them.—
