5841. NEUTRALITY, The Grange capture.—[further continued].

In forming these determinations
[respecting Grange, &c.,] the government
of the United States has listened to
nothing but the dictates of immutable justice;
they consider the rigorous exercise of that
virtue as the surest means of preserving perfect
harmony between the United States and the
powers at war.—
