5203. MILITIA, Expensive.—

Whether it
be practicable to raise and maintain a sufficient
number of regulars to carry on the
war, is a question. That it would be burthensome
is undoubted, yet perhaps it is as certain
that no possible mode of carrying it on can be
so expensive to the public, so distressing and
disgusting to individuals, as the militia.—
