5197. MILITIA, Distant service.—[further continued] .

Abolish, by a declaratory
law, the doubts which abstract scruples in
some, and cowardice and treachery in others,
have conjured up about passing imaginary
lines, and limiting, at the same time, the
services of the militia to the contiguous provinces
of the enemy.—
To President Madison. Washington ed. vi, 391. Ford ed., ix, 489.
