4404. LANDS (Indian), Acquirement of title to.—[continued].

No lands shall be appropriated
until purchased of the Indian native
proprietors; nor shall any purchases be made
of them but on behalf of the public, by authority
of acts of the General Assembly, to be passed
for every purchase specially.—
