The articles of impeachment against
Blount have been received by the Senate.
Some great questions will immediately arise.
1. Can they prescribe their own oath, the
forms of pleadings, issue process against person
or goods by their own orders, without
the formality of a law authorizing it? Has
not the 8th amendment of the Constitution
rendered a trial by jury necessary? Is a
Senator impeachable?—
