3553. GOVERNMENT, Representative.—[further continued].

The advantages of representative
government exhibited in England
and America, and recently in other countries,
will procure its establishment everywhere in
a more or less perfect form; and this will insure
the amelioration of the condition of the
world. It will cost years of blood, and be
well worth them.—
To Albert Gallatin. Ford ed., x, 262.
