2800. EXECUTIVE, Authority of.—[further continued] .

All other [180] officers, civil
and military, shall be appointed by the Administrator;
but such appointment shall be
subject to the negative of the Privy Council,
saving, however, to the Legislature a power
of transferring to any other persons the appointment
of such officers, or any of them.—
